How to rent or buy cell phone text messaging license?

I am in the commencement of starting my own business which in details in part our customers sending text messages to their customers. We do not after these messages to be considered Spam or be charged at Premium Text Message rates. I have been told I either desperate straits to rent or buy a license from the cell phone carriers to make these messages be charged at Guide Text Message rates. Although, I am having trouble figuring out how to do this. Can any lend some arrogate? Thank you in advance.
You have 3 options:
1. Devote thousands of dollars to get your own Short Code Number (CSC), (5 or 6 digit company) and create your own program.
2. Go thru a CSC text sevice company and pay by the package (so many messages for so much payment).
3. Use a service called 4TEXT that avoids the whole CSC system and has programs with unlimited usage for one price.
If you go to the 4TEXT web site (www.textpromotion4all.com), there is a whole section that explains what text message marketing is and how it works (sparse code, sms, cell providers, the whole system). You'll understand the whole industry better, and be able to turn over a complete sense out of your options.

Where is the best place to buy cell phones?

Note I do not after to upgrade or change my plan with my current carrier but just want to get a new cell phone. Where can you buy cell phones not connected to a design?
The most appropriate place for that would be eBay.
You can by unlocked phones, not connected to any carrier or plan.

I have AT&T and I was wondering what the most appropriate month to buy cell phones is.
Like what month do the new phones come out and some go on sale?
Before and after Christmas. Prices lessen visit every 6 months or so, so check back often.
