Can anyone fix the network in my SAMSUNG cellphone to work in the Philippines?

I have a Talk n Textbook SIM card, but the network isn't working when I use it on my AT&T Samsung cellphone. Does anyone know how to arrange the settings on my phone so that I can main body text here in the Philippines?

Entering Rules instructions
1. Remove SIM Card from handset
2. Enter Code 1 into the handset

a) Enter an alternative network SIM card into your Samsung and reboot.
b) The new network should be displayed in handset window.
c) If the procedure is repeated with yet another alternative network SIM card, you may be requested to input a security or pin structure to enable the use of the new SIM card.
d) Enter 00000000 (8 zeros) which should enable the SIM to be accepted.
e) Definitively once again enter 00000000 (8 zeros) and this should permanently unlock the Samsung.

i got my new cellphone today a samsung send and im having slight difficulties setting up the internet and if any one knew i hope some one knows it in a above-board english non hightech way im not good with hightech cellphones im more of a computer person... please daily help me!!!
