A usual ipod won't be locked to a carrier since they don't have phone capabilities, you are probably thinking of the iPhone which can be unlocked by hacking the software but this does unoccupied the warranty and you risk damaging the phone permanently.

I'm intelligent about buying an unlocked phone. Currently, I have a active sim card with my old phone. How does the unlocked phone exertion? Do I just take the sim card from my current phone and plug it into the unlocked one and then bam? Or are there other steps I need to do, ie: telephone cingular, etc.

A unlocked phone has the electronic provision, that prevents that phone from working with other sim cards from other wirless carriers. All you would have to do is take your sim card and swap it in to the unlocked phone......That is the neat thing with phones that use sim cards. Its quick and easy! =)
