Mobile disco?

Why do some people destitution to share their drum-n-bass music with me at all hours of the day and night when they park their cars narrow my flat? Do they think that they are performing a public service? Is there a new tribe of gypsies who rove the country with mobile discos? If so, how come they never play the kinda music I like? =)
