what mobile network do you about is the best? if you top up £10 a month and gives you mins and texts?

Orange do considerable allround deals. For £10 you can either get free mins to any network (canary), free texts to any network (dolphin), i over its 300. or i think you can get internet bundles as well now.
O2 do good deals if all your mates are on O2, like for a tenner you get measureless free texts to O2 customers

How to create a gprs mobile network for my campus?

I am planning to do a forecast in my college. My plan is to make a gprs network in college campus so that any one in college with a gprs mobile can up to mobile network and access internet.
I just want to provide gprs and I am not meaning to attend to arrange for voice communication.
In my college campus we have wifi network which provide internet but my foresee is to make any one with a mobile can access internet any where in the campus
