Does USA mobile phones prodviders charges the person who receives a call/text from Skype AND UK numbers?

Hi, I have serveral but equivalent questions

I use Skype to call and text to a USA mobile phone and home phone.
I want to remember if the USA mobile prodivder / landline prodvider charges the person who I am calling to, if he answers my calls / or receives my wording messages?

If I call/text from using my mobile phone, UK Vodafone prodvider to the USA, will the person in USA be charged if he answers my calls / or receives my subject-matter messages?

If I was to call USA mobile/home phone - using my home phone, using AOL TALK or worldwide phone cards, will the person in the USA be charged also when he answers my calls?
Sorry about the extensive winded and similar questions. As I am worried that a friend i getting charged when I call him.

No. If you over recall about it, it would be unlawful because how are they to know where they are receiving a call from? The phone may show as "Private Number" or there may be no edition recognition. If you phone abroad, the phone companies put the onus on YOU to pay for the call. The only situation in which a being is charged for people calling them, is if you take your UK mobile abroad and you answer calls there. This is because you KNOW you are out and therefore you KNOW about the extra charges.

Please could you give me some opinion. I am moving back to the UK and I have been away so long I never had a mobile at home. I would like a phone with a decent camera and a intend that allows me to send lots of texts. What are average phone prices and which are the best value for banknotes plans and companies. I don't want pay as you go, I don't think... HELP!!
Thanks for info so far-I over I will go into a shop or two and ask. I will be in Greater Manchester. when i was home or a short time felt that 02 usefulness was not great..know nothing abot others-except vodafone came to Japan and soon left-wing:)
I would bring up going into the Carphone Warehouse and tell them what you are looking for. They will show you the best phones and match you up with the excellent package. Also it's hard to suggest a network without knowing which area you will be living as some will have wagerer coverage than others.
I used them a couple of months ago and they found me the perfect phone and a package that is conceptual for me. I never go over the monthly inclusive calls and texts etc so they were pretty much spot on.

i have some contacts in the uk and their numbers but i dont have the nation code. they are on 077 numbers. do i take away the "0" and add another number at the front?
The internation UK mobile dialling jus naturale 'natural law' is 44, just remove the first 0 from the number and insert 44.
If you are dialliing from the US to the UK you need to dial 011 44 (the UK count without the leading 0)
011 44 *** *** ****
You could replace 011 with a + symbol if you like +44 *** *** **** (but that may only work with a UK phone trade the UK)
