if i call a United States Mobile Phone from my UK mobile phone, will it Charge any connection fee?

i'm planning on occupation a Friend i have in the United States, from my UK mobile Phone, does anyone know if there will be any connection fee's charged to either phone?
I'm on Orange Pay as you go, with an Foreign Rates tariff, which is really cheap at 7p a minute to call the US ... so i'm more concered as to wether my Benefactor will be charged with a Connection fee at all

It will reasonable be airtime for the person you call --but you will pay per minute international long distance. Sometimes calling a landline phone is cheaper than profession the mobile phone --either way though, you will be charged for long distance.

Any experience to purchase used mobile phone from United State in ebay singapore? Anything to be concern about?

Has anyone ever been arrested for a mobile phone jammer in the United States?

I see that a device that jams a cell phone signal is illegal in the United States due to the Communications Act of 1934. However, can anyone cite a celibate case where someone was arrested, charged and sentenced because of this act (being in possession of a mobile phone jammer OR operating a mobile phone jammer)? I'll even abide for someone just being arrested due to a violation of this act. I am very interested in the subject matter.

Not that I skilled in of but they are available.
I know some teachers use them in schools and the cops are trying to use them to throw off criminals but it's not statutory yet but I am sure it will be soon. At least for cops.
